Satellites are above the Earth's atmosphere and are not affected by weather.

Since satellites aren't in the atmosphere they are not effected by Earth's weather -- but the signals they send back to Earth can be disrupted / distrubed [and the signals we send to them]. So it can SEEM that the weather effects the satellites. Now, SOLAR WEATHER can effect satellites.
