Is it possible to determine how quickly the universe is expanding? What is actually meant by expansion?

By looking at how red distant galaxies appear we can work out their "red shift", and from that something called the Hubble constant, which gives us an estimate of the rate of the universe's expansion. This is because, as the galaxy expands, it "stretches" light, increasing its wavelength and making it look more red.
